Hair tufts- What should I do?!?

About six months ago, I permed my hair to make it more wavy. This caused sections of my hair to break off... especially around my hairline and on the nape of my neck. Now I have tufts that don't look right with my side bangs. The ones on my neck don't fit into my pony-tail. Should I cut them off? What should I do?
