The theoretical upper limit has less to do with frequency and more to do with temperature and cross sectional area of the wave front. The physical limit is set by entropy. There is an upper limit on the entropy flux per unit area, and it depends on temperature - this is a basic property of physics. For low temperatures it leads to about a million terabits per square micron per second.
