Civil Service Position working for the State ...Question?

I recently got a job offer working for the state. The hirer told me the salary over the phone which I thought was odd, and I asked if it was negotiable and she said "No, I'm sorry, salary is not negotiable." She said I will receive a new-hire/benefits package in the mail. My question is: Is salary NOT negotiable because it's a civil service state job? I mean, isn't salary negotiable in almost any job or is it that cut-and-dry with state jobs?
