Can I download torrents in China AT ALL?

It seems that whenever I add a torrent to Bittorrent, the torrent just sits there until the green download arrow turns red. I've tried adding torrents with plenty of seeders (+300), but the result is always the same. I've done a bit of research already, and turned Protocol Encryption on (Options > Preferences > Bittorrent > Protocol Encrytion > Enable), but the torrent never goes above 0%. Any ideas? I use Google Chrome on Windows 7 Ultimate Service Pack 1, if that helps.
